Support Informed Consent Standards
for Conversion Therapy in Texas

We are inviting licensed mental health professionals in Texas to support a proposed rule addition to the Texas Behavioral Health Executive Council (BHEC), establishing informed consent requirements for Sexual Orientation Change Efforts (SOCE), often referred to as conversion therapy or reparative therapy.

Recent decisions by the U.S. Supreme Court have emphasized that Sexual Orientation Change Efforts, as a form of talk therapy, may be considered protected speech under the First Amendment. 


However, major health and mental health organizations have issued position statements regarding Sexual Orientation Change Efforts (SOCE), noting a lack of empirical evidence supporting the effectiveness of SOCE and raise concerns regarding potential risks.

 

This proposal would require that clients be provided with this information prior to engaging in SOCE-related services. The intent is to ensure that clients are aware of current professional positions and can make informed decisions about their care.

This proposal is grounded in the longstanding principle of informed consent, which is a foundational component of ethical practice across all healthcare disciplines.

  • Does not prohibit any specific therapeutic approach; it simply ensures informed consent

  • Ensures clients are informed of current professional consensus before engaging in SOCE-related services

​

  • Aligns Texas practice standards with evidence-based research as established by national health & mental health organizations

​

  • Promotes ethical, transparent, and client-centered practice
